Because Jerusalem includes the string 'sale' I had to use Judea instead to submit my book!! Not very friendly I must say.

Presumably you missed the big chunk of red text that reads:

"We have found potential invalid data (marked in red). Do not proceed unless you are sure you are not breaking any rules or your account will be suspended.

Sometimes our filter picks up keywords that are used in a legitimate context. If this is the case, please continue without making any changes."

I'll look into making the string detector recognise word boundaries.
